If you've recently received a court summons or a notification of Liability Order after a court hearing, and you can’t clear your balance in full, you can propose a Special Payment Arrangement to clear your arrears.
Requesting a Special Payment Arrangement won't prevent our council tax recovery process, nor the associated court costs.
If you think a summons has been issued in error, you might be able to raise a summons or liability order dispute.

Special Payment Arrangement for council tax arrears
You can request a Special Payment Arrangement for council tax online. The button below will take you to a page where you can sign into/register for your online council tax account and then set up your special payment arrangement in a few clicks.
Council Tax Special Payment Arrangement
For council tax arrears, to complete this form you'll need:
- council tax reference number starting '88'
- council tax property address
- your name and contact address, if different to the council tax property
- telephone number or email address
- your National Insurance Number
- employment details including payroll number, or business name if self employed
- benefit details where applicable
- bank details, if making payment by Direct Debit
- start date for payments - this must be within the next 32 days
Your account reference number is shown on your bill - if you no longer have this you can view your council tax account online.
Special Payment Arrangement for business rates arrears
You can request a Special Payment Arrangement for business rates by contacting the Recovery Team on email: recovery@york.gov.uk.
To complete a Special Payment Arrangement you'll need:
- business rates reference number starting '4010'
- business rates address
- your name and address, if different to the business rates payer
- telephone number or email address
- bank details, if making payment by Direct Debit
- start date for payments - this must be within the next 32 days
Your account reference number is shown on your bill - if you no longer have this you can view your business rates account online. If you're unable to access your bills online, contact our Customer Services Team and we'll post you a copy of the bill.
Completing a Special Payment Arrangement agreement
If you have recently received a court summons, acceptance of an arrangement will not prevent court action unless you settle your balance in full plus costs.
If you choose to do nothing, then further action will be taken which may incur additional costs.
