This is the Early Talk for York Memorandum of Understanding (MOU) between City of York Council (CYC) and a private or independent school.
Terms of the agreement
CYC will:
- organise Elklan training for the specified number of staff in the school upon request and agreement of this MOU. This will be paid up-front by CYC on the agreement that the school/setting will fully reimburse the costs, which will be confirmed prior to any payment
- include the school in communications about ETFY and invite them to join relevant meetings and events
- help signpost the school to other services linked to ETFY
The school or setting will:
- cover the full cost of the training for the members of staff
- commit to supporting their members of staff to complete the training arranged and engage with ETFY networks and events
- undertake the WellComm screening at least annually in-line with the ETFY steps
- engage with relevant networks or meetings in-line with the ETFY steps.
- commission appropriate Speech and Language Therapy to providing ongoing advice, support and guidance in accordance with the ETFY steps
Funding arrangements
CYC will arrange the Elklan training as part of the ongoing rollout of Early Talk for York.
Upon receipt of a signed MOU, CYC will secure the agreed number of training places as part of their financial agreement with the service or tutor providing the training. The cost of the training will be confirmed at the point of the request as costs may vary year-to-year.
The School will cover:
- the full cost of the training when invoiced by CYC. If the school or learner withdraw from the training once CYC has made payment to the training provider but prior to completion, the school will still need to pay the full costs fronted by CYC
- the full costs of SALT support commissioned
Status of the MOU
This MOU is not intended to create a legal and binding obligation to expend funds or resources by either party but is a statement of bona fide intent of the Parties and to give absolute clarity around the partnership arrangement. It sets forth the entire understanding of the Parties in respect of the partnership considered.
Duration of the MOU
This MOU will be valid from the date on which it is signed for 36 months unless terminated earlier in accordance with this section. Either party shall be at liberty to terminate this MOU at any time by providing the other with a written notice of termination. On notice of termination any resources provided by CYC to the School/Setting will need to be returned.
