Following the Council’s consultation about city centre access for Blue Badge holders, 5 new experimental parking bays are available from 21 May 2024 for Blue Badge holders to park in, and businesses to load from.
The bays have been created where previously there were double yellow lines. On them, business could load and Blue Badge holders could park for up to 3 hours.
The new bays now allow loading from 6.00am to 10.30am, and Blue Badge holders can park in them for any length of time between 10.30am and 6.00am the following morning (or from 5.00pm for the bays on Davygate). Businesses cannot load in the bays outside their allotted times and Blue Badge holders cannot park in them during loading hours.
The bays are at:
- Blake Street - space for 2 vehicles between McDonald’s and St Helen’s Square, businesses can use the space for loading between 6.00am and 10.30am and Blue Badge holders can park without time limits between 10.30am and 6.00am the next day
- Lendal - space for 1 vehicle outside the former Post Office building, availability is the same as the bays on Blake Street
- Davygate - space for 2 vehicles outside Bettys. These can be used by Blue Badge holders from 5.00pm (when the footstreet hours end) until 6.00am the next day and then for loading between 6.00am and 10.30am

During footstreet hours, access to the bays on Blake Street and Lendal is via the sliding barriers at Blake Street. There, from 10.30am until 5.00pm, drivers must show a valid Blue Badge to staff. Find out more about city centre access for Blue Badge holders.
We're using an Experimental Traffic Regulation Order (ETRO) to create these bays. This is because, depending on users’ experiences, the ETRO gives us some flexibility to adjust the bays and how they can be used. We'll let you know in advance of any changes.
We monitored the use of the bays and gathered feedback on them, in line with the ETRO, up until 21 November 2024.
Decisions on changes and the future of these bays
Taking any suggestions and objections submitted into account, we'll decide whether any changes are required and are possible. Any changes must, by law, be made within the first 6 months of the order’s start date.
If any changes are made, we will monitor and gather feedback on the modified bays again. This data will be used to make a final decision on whether the bays remain as they are, should be removed, or should be implemented differently.
These decisions will be made by the Executive Member for Transport at a public decision session. Interested parties will be able to send representations and attend to speak in person if they wish to do so.
