Where there is a change in your circumstances a credit may occur on your council tax account. These credits can be refunded to you after verification.
We can refund any credit balance if:
- your account is in credit
- you do not owe any other council tax
- you have moved away from York and have overpaid
If you move within the area, any credit on your previous address may be transferred to your new address.
Please note: If you receive a refund you're not entitled to, you'll be required to pay it back.
Reasons for overpayment
A council tax account can fall into credit because:
- a discount has been awarded
- an exemption has been awarded
- Council Tax Support has been awarded
- there has been an alteration to the property banding
- the customer leaves the property or their liability ends
- the customer has overpaid
Where a request for a refund is received, then the application will be subject to a validation check. There may sometimes be a slight delay in issuing the refund because of the need for this validation check. After validation has taken place, we'll issue a refund via BACS.
A refund for a credit where there are joint names on the council tax account requires confirmation from all people named on the council tax bill. When completing the form you will need to confirm that you have consulted and agreed on details of the refund with all other named parties on the council tax bill.
If your council tax bill or eBill shows that your account is in credit, then you can download and complete a council tax refund form so that we can process your refund.
Complete the writeable form and send it to us via email: ctaxrefund@york.gov.uk. Alternatively, you may download and complete the form on paper and post it to:
