Every local authority has a code of conduct setting out the rules about the ethical behaviour expected of Councillors. The code adopted by us can be found in the council's constitution. Each Parish Council has its own code which will be available from the Parish Clerk.
Complain about a councillor
Use our eform to submit complaints to the Monitoring Officer about the conduct of a City of York councillor, or a councillor from one of our parish councils.
When you complain it must be clear why you think a councillor has not followed the code of conduct.

Be aware that the Monitoring Officer cannot investigate complaints:
- about things that are not covered by the Code of Conduct complaints case handling procedure
- which do not relate to the councillor's official role
Dealing with complaints about councillors
The Monitoring Officer will decide whether your allegation should be investigated or not; before doing so they'll consult an 'Independent Person' appointed by us.
There are various options open to the Monitoring Officer dealing with a complaint:
- an informal resolution may be possible
- a formal hearing before the Standards Committee may be required
An initial assessment of your complaint will be made within 20 working days of receipt.
