Households are defined as being in fuel poverty if they spend more than 10% of their total income on heating their homes for health and comfort.
We carried out a private sector house conditions survey in 2008, which identified that there were in the region of 6,000 households living in fuel poverty within the city, which is equivalent to 8.2% of households in York.
