Warm Homes Local Grant eligibility
There are 3 categories of eligibility:
Household eligibility
A household must meet one of the following criteria:
- Annual income threshold – having a gross household income below £36,000.
- Income-based eligibility – receiving a means-tested benefit such as Universal Credit, Housing Benefit, Pension Credit, or income-based Job Seekers Allowance or Employment and Support Allowance.
- Postcode-based eligibility – living in a pre-qualified postcode provided by the Department of Energy Security and Net Zero.

Property eligibility
For your property to be eligible, it must meet the following criteria:
- homes must have an Energy Performance Certificate (EPC) rating between D and G
- all heating fuel types. Both on-gas and off-gas properties are eligible
- park homes are eligible if they are the resident’s permanent home
- new-build or self-build homes are not eligible
Tenure eligibility
Selected tenures require a financial contribution from applicants to obtain grant funding, this criterion is set out below:
- owner-occupiers: 100% funded upgrades
- private landlords: one property 100% funded, with 50% co-funding required for additional properties
- social housing: up to 10% of properties in a project can be social housing, with 50% co-funding required
