Pre-application planning advice fees and charges

We encourage prospective applicants to discuss proposals before they are formally submitted.

The pre-application planning advice service is known to improve the quality of planning submissions and speed up the process from submission to planning decision.

We'll provide high quality advice and assistance to you in a structured, timebound manner. To cover the costs of this service we charge a fee which relates to the level and range of officer support provided.

Planning permission required

Definition: Requests seeking confirmation as to whether planning permission is required for development.

Service: A letter to confirm whether planning permission is required for the activity or development described.

Charge: £114.00 (£95.00 plus VAT).

Householder

Definition: Development relating to individual residential properties, such as house extensions, garages, sheds.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £114.00 (£95.00 plus VAT).

Charge where the property is a listed building: £234.00 (£195.00 plus VAT).

Non-residential

Definition: Non-residential - where no new floorspace is created.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £168.00 (£140.00 plus VAT).

Charge where the property is a Listed Building: £288.00 (£240.00 plus VAT).

An additional fee will be required in exceptional circumstances where the development proposed is significantly complex and would require Specialist Officer and/or external input.

Telecommunications

Definition: Telecommunications.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £231.00 (£192.50 plus VAT).

Charge where the property is a Listed Building: £351.00 (£292.50 plus VAT).

An additional fee will be required in exceptional circumstances where the development proposed is significantly complex and would require Specialist Officer and/or external input.

Definition: Advertisements.

Charge: £114.00 (£95.00 plus VAT)

Charge where the property is a Listed Building: £234.00 (£195.00 plus VAT)

Changes of use

Definition: Changes of use - with no building works.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £168.00 (£140.00 plus VAT).

Charge where the property is a Listed Building: £288.00 (£240.00 plus VAT).

An additional fee will be required in exceptional circumstances where the development proposed is significantly complex and would require Specialist Officer and/or external input.

Other minor development

Definition: Includes all other minor development proposals not falling within any of the categories such as variation or removal of condition, car parks and roads and certificates of lawfulness.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £231.00 (£192.50 plus VAT)

Charge where the property is a Listed Building: £351.00 (£292.50 plus VAT).

Minor residential

Definition: 1 to 9 dwellings.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge per dwelling - up to 3 dwellings: £229.80 (£191.50 plus VAT).

Charge per dwelling - for 4 to 9 dwellings: £1,164.00 (£970.00 plus VAT).

An additional fee will be required in exceptional circumstances where the development proposed is significantly complex and would require specialist officer and/or external input, for example where the development is in a Conservation Area or involves Listed Buildings.

Minor non-residential

Definition: All other minor non-residential development proposals, for example leisure, hotels, retail up to 999 square metres.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge - up to 499 square metres: £582.00 (£485.00 plus VAT).

Charge - 500 square metres to 999 square metres: £1,164.00 (£970.00 plus VAT).

An additional fee will be required where Retail Impact Assessment Scoping work is required through the pre-app.

Major residential

Definition: 10 to 199 Dwellings, Student accommodation developments for 10 or more students.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge - 10 to 25 dwellings/student bedrooms: £2,028.00 (£1690.00 + VAT).

Charge per additional dwelling/student bedroom - 26 to 199 dwellings/student bedrooms: £81.00 (£67.50 plus VAT).

Major non-residential

Definition: 1000 to 3000 square metre floorspace.

Service: A letter to outline advice. A meeting or site visit provided if the Development Management Officer considers it to be required.

Charge: £3,498.00 (£2,915.00 plus VAT)

An additional fee will be required where Retail or Traffic Impact Assessment Scoping work is required through the pre-app.

Large scale major residential

Definition: 200 to 1000 or more dwellings/student bedrooms.

Service: A Development Team Service.

Charge: £81.00 (£67.50 plus VAT) per dwelling/student bedroom.

Large scale major non-residential

Definition: Over 3,000 square metres floorspace. For mixed use schemes the component elements of the scheme (residential/non-residential) will be chargeable.

Service: A letter to outline advice. A meeting and site visit with a Development Management Officer and internal and external consultation with specialist officers as required.

A Development Team Service, if the proposed development of non-residential floorspace is over 3,000 square metres and part of a mixed use development with 200 or more dwellings.

Charge: £6,318.00 (£5,265.00 plus VAT).

This is a minimum charge with the final charge being negotiated on the basis of the scale of development and the level of service required. A further bespoke charge may be required depending on the complexity of the development and range of issues that would need to be addressed in the pre-app process, for example an additional fee will required where Retail or Traffic Impact Assessment Scoping work is required through the pre-app.
