In accordance with The Neighbourhood Plan (General) Regulations 2012, this Neighbourhood Plan will be used when determining future planning applications within the identified Upper and Nether Poppleton Neighbourhood Area.

Designation of the Poppleton Neighbourhood Plan Area
In May 2014, Upper Poppleton Parish Council and Nether Poppleton Parish Council jointly applied for 'designation of a Neighbourhood Plan Area' in order to subsequently draft a joint neighbourhood plan for both parishes. The application and boundary were approved in October 2014 following a 6 week consultation. All the responses received supported the application.
Pre-Submission Consultation
In March 2015, an initial pre-submission consultation was undertaken and the Upper and Nether Poppleton Neighbourhood Plan has since been revised taking into account the comments received through the consultation as well as further work on the site selection methodology and the Strategic Environmental Assessment (SEA).
From 11 May to 1 July 2016, a second pre-submission consultation was held to seek residents' views on the revised version of the neighbourhood plan and SEA. Comments were considered and incorporated into a final draft of the plan.
Submission of the Poppleton Neighbourhood Plan
Upper and Nether Poppleton Parish Councils submitted the final draft of the Poppleton Neighbourhood Plan to City of York Council on 22 November 2016. Once a Neighbourhood Plan is submitted, we are required to "publicise the submitted documents on our website and in such other manner as we consider is likely to bring the proposal to the attention of people who live, work or carry on business in the neighbourhood area" to be in compliance with the Neighbourhood Planning (General) Regulations 2016.
The Consultation ran between Wednesday 7 December 2016 and Monday 23 January 2017.

Independent Examination Procedure
Following the end of the Submission Consultation on 23 January 2017, the representations received were sent together with the final Poppleton Neighbourhood Plan documents to an independent Examiner.
The Examiner was satisfied that the examination could proceed by way of written representations as opposed to a formal hearing. This decision followed an unaccompanied visit to the Plan area, consideration of all the information submitted with the Plan, the responses to his clarification questions from the council and representations to the Submission Consultation.
At an informal clarification meeting with the Examiner on 3 February 2017, concerns were raised in relation to a drafting error in the site assessment (section 4.9) of the Strategic Environmental Assessment (SEA) wherein the analysis for Long Ridge Lane, allocation H2, and Wyevale Garden Centre, allocation E2, were omitted. Whilst it is clear from the introductory section and conclusion that these were excluded in error, it was agreed with the Examiner that these omissions should be corrected and a further period of formal consultation be undertaken on the revised SEA. The revised SEA for the Poppleton Neighbourhood Plan has also been updated to take into account the representations made by statutory bodies as part of the Submission Consultation. Consultation on a revised SEA took place between Wednesday 8 March and Friday 21 April 2017.

- the Revised Non-Technical Summary of the SEA
Examiner’s Report
Mr Andrew Ashcroft carried out the examination by written representations. He provided his final Examiner's Report on 16 May 2017. Overall, the Report concluded “On the basis of the findings in this report, I recommend to the City of York Council that subject to the incorporation of the modifications set out in this report that the Poppleton Neighbourhood Plan should proceed to referendum”.
The Examiner’s Report and the Council’s Post Examination Decision Statement were reported to Members at the Local Plan Working Group on 27 June 2017 and at Executive on 29 June 2017. Executive Members agreed with the officers’ recommendations that the Neighbourhood Plan could proceed to referendum.
Poppleton Neighbourhood Plan Referendum
A referendum was held on the Upper and Nether Poppleton Neighbourhood Plan on Wednesday 23 August 2017.
The referendum question was: "Do you want City of York Council to use the Neighbourhood Plan for Upper and Nether Poppleton to help it decide planning applications in the neighbourhood area?"
The documents considered as part of the referendum included:

- Summary of the responses submitted to the Independent Examiner
- Council's Post Examination Decision Statement - a document which states that the draft plan meets basic conditions and complies with the Planning and Compulsory Purchase Act 2004 (as amended)

- Information Statement - this sets out information specific to this referendum
3,306 people were entitled to vote in the Upper and Nether Poppleton Neighbourhood Plan, therefore the referendum expenses limit calculated to apply is £4,212.54.
