Apply for a temporary road or footpath closure

Terms and conditions of temporary road closure applications

Where a closure is required for a non-urgent purpose then you must ensure that your application is made at least 12 weeks before the proposed commencement date to ensure that your requirements can be met.

Submitted plans may be shared with third parties, including members of the public, at the discretion of the council. By completing the online form you agree to this.

Should insufficient information be supplied, we may choose to carry on with the legal works at our discretion whilst we wait for further information to be provided. Should the information not be forthcoming (and in the situation that costs have already been incurred by CYC) we will still charge you for the requested closure, even if it is subsequently refused.

All cancellations or amendment requests must be emailed to highway.regulation@york.gov.uk. If a cancellation or amendment occurs less than 15 working days prior to the commencement date, the full amount will be charged. If any expense has already been incurred by the council before that deadline then these will still be chargeable.

You will need to give justification for the amendment or continuation request as part of the application. Without adequate justification being submitted then we are likely to refuse this request.

If an amendment is needed after the order has been written, then an amendment order will be required which incurs an additional fee of £2000 per amendment order issued.

City of York Council reserve the right to revoke any closure permission at any time should it come to light that any of the above terms and conditions have not been observed. We will inform you of such a revocation by email to the applicant’s email address. You will be required to reopen the closed section of highway immediately leaving it in a safe and navigable condition.

By completing the online form, I agree that I, or my nominated contractor, will be responsible for:

  1. the provision and installation of road signs 2 weeks prior to the commencement date of the road closure, advertising the commencement date, duration of the road closure, the contractor for the works, and a 24 hour contact telephone phone number. All road signs must comply with the Safety at Street Works and Road Works Code of Practice for both design and location
  2. The New Roads and Street Works Act 1991 requires that a suitably qualified operative and supervisor is used to place traffic management in the public highway. The qualifications held must be appropriate for the work being carried out
  3. conducting a mailshot of all properties that will be affected by the road closure a minimum of 7 days before works are due to commence
  4. advising the Streetworks Team of any changes to Traffic Management plan that we have asked for during the application process, and/or uploading to the permit on Street Manager upon receipt of a formal approval email if a Streetworks permit has been required for the works
  5. submitting a plan 12 weeks prior to the commencement date of the road closure (6 weeks for community event applications), indicating the nature and position of all road signs, traffic cones and barriers associated with the road closure and the proposed diversion route, for the approval of the Highway Authority
  6. the provision, installation and maintenance of road signs, traffic cones and barriers as specified in the approved plan, including road signs at each end of the road closure stating the contractor for the works, and a 24 hour contact telephone phone number
  7. the provision, installation and maintenance of all road signs associated with the approved diversion route
  8. consulting with the Parish Council, Statutory Undertakers, affected businesses and residents during the road closure period, where necessary
  9. re-opening the road with immediate effect should work be completed ahead of schedule, notifying the Highway Authority as soon as the road has re-opened, and removing all temporary road signs, traffic cones and barriers

By completing the online form:

  • I understand that, if this request is granted, I will have to pay the council’s costs (where applicable) in making the required Temporary Traffic Regulation Order and undertaking the necessary enforcement
  • I undertake to comply with the above conditions and pay any charges (where applicable) on demand. The cost of a road closure is £2000 with an additional charge of £2000 for each continuation or amendment granted (should one be granted)
