You can apply for a Temporary Traffic Regulation Order (TTRO) to temporarily close a road, footpath or cycle route, to prevent vehicles or pedestrians using it.
You can also use a TTRO application to request temporary speed restrictions and weight restrictions.
You may require a TTRO for roadworks or community events. You may wish to introduce a temporary speed restriction or weight restriction of traffic for safety purposes.
Note that permission to close a road or footpath:
- will only be granted if keeping it open will cause considerable risk
- is only valid for the duration applied for

Apply for a TTRO
A minimum period of 12 weeks' notice is required for approval and processing of standard road or footpath closure, or speed or weight restriction requests.
A minimum period of 6 weeks' notice is required ror requests relating to community events.
Emergency TTRO requests can be submitted up to 5 days before the closure is required. Suitable justification must be given outlining the circumstances requiring an emergency closure.

If the application form is not completed fully we will need to contact you and this will extend the processing period.
What to include with your application
You must include a traffic management plan with your application showing:
- the location of the proposed closure or restriction
- the proposed diversion route (if applicable) - this needs to consider pedestrians and cyclists, and whether the area is on an agreed cycle route
- the signage for the proposed diversion route (if applicable)
- details of any areas of suspended parking (if applicable)
- details of any suspension or reversal of one-way streets, and associated traffic management signage (if applicable)
- details of any suspension or implementation of left or right turn only orders, and associated traffic management signage (if applicable)
You can submit your traffic management plan as part of the online application.
If you're intending to carry out road or street works in the public highway then under the New Roads and Street Works Act (1991) you're required to obtain permit from our Streetworks department. Email: streetworks@york.gov.uk to request a permit to work on the public highway. This includes the placement of any traffic management measures in the public highway.
Any approval of a road or footpath closure does not mean you've also been granted approval for a Streetworks permit (or vice versa).
Road closure costs
The charge for arranging a TTRO is £2,000. This fee includes the legal order and any advertising costs. The appropriate amount will be invoiced if the TTRO is granted.
If the TTRO is for a community, sports or charity event then the council may offer a reduced rate or issue the order free of charge depending on the situation.
If your request includes a temporary parking suspension, you may also be required to cover the costs of alternative parking arrangements for residential parking permit holders for the duration of the works (further details can be supplied on application).
Amendments and continuations
All amendments or continuations must be advised to us by email to: highway.regulation@york.gov.uk as soon as possible.
If this is done at a time before the order has been written, then there will be no additional fees incurred.
If an amendment is needed after the order has been written, then an amendment order will be required which incurs an additional fee of £2000 per amendment order issued.
You will need to give justification for the amendment or continuation request as part of the application.
We are likely to refuse amendment or continuation requests unless adequate justification is submitted.
Cancellation policy
All cancellations must be sent to the Highway Regulation Team at least 15 working days before the event.
If cancellation occurs less than 15 working days prior to the start date, the full amount will be charged.
If any expense has already been incurred by City of York Council before that deadline, these will still be chargeable.
