A parking suspension can be used to prevent parking on a temporary basis, so building works, roadworks, or other events that require a suspension of parking can take place.
A minimum period of 21 days' notice is required for approval and processing of temporary parking suspension requests.

There is a charge of £150 per vehicle towed for this service. This can only be done if suitable numbers of no waiting cones have been placed on the highway and an adequate letter drop has been carried out.

What to include with your application
All applications require a plan of the parking suspension to be uploaded as part of the process.
This must be an overhead plan showing:
- where you require the suspension to start and finish
- on which sides of the road the suspension is required
You can submit a screenshot of Google Maps, with the area highlighted on the screenshot, as long as the above points have been shown clearly.
Please note: Google Streetview plans are not suitable. Your application will be refused if you supply a Google Streetview plan and a new application will need to be submitted, which may delay your works.
You will also need to confirm if the location where the suspension is required:
- is within a residents' priority parking scheme zone
- contains any bus stops
- contains any taxi ranks
- contains any Blue Badge parking bays
If your proposed parking suspension goes outside of the City of York Council area, then you will need to contact the relevant Highway Authorities for permission to use their network.
The granting of this parking suspension also applies to vehicles related to your works; you are likely to receive a fixed penalty notice if you park in the suspended zone. If you need to park a vehicle within the suspended area, then please apply for a parking waiver. Contact the Highway Regulation Team to arrange this.
Parking suspension costs
The cost of a parking suspension is £246.
As part of the parking suspension, there is a requirement for no waiting cones to be placed on the sections of highway where the parking is being suspended, in the road against the kerbside.
You can supply these yourself, or we can arrange for them to be put out on your behalf. The cost for us to supply the cones is £250. We'll invoice you after the works are completed.
You may also be required to cover the costs of alternative parking arrangements for residential parking permit holders, or for loss of revenue on pay and display bays for the duration of the works. Further details can be supplied on application.
Parking suspension amendments
All amendments must be advised to us by email to: highway.regulation@york.gov.uk as soon as possible.
If this is done at a time before the parking suspension notice has been written, and more than 10 working days in advance of the start date, then there will be no additional fees incurred.
If less than 10 working days’ notice is given, it is likely that you will be required to make a new application giving another 21 days notice. You will still be charged for the initial parking suspension.
Cancellation policy
All cancellation requests need to be sent by email to: highway.regulation@york.gov.uk, quoting the application reference number.
If cancellation occurs less than 10 working days before the suspension start date, the full amount will be charged.
If any expense has already been incurred by CYC then these will still be chargeable.
