Adopted Local Plan

City of York Council adopted the City of York Local Plan at Full Council on 27 February 2025.

The Local Plan was subject to an independent examination carried out by Inspectors appointed by the Secretary of State. The Inspectors’ report issued to the council on 14 February 2025 confirms that, subject to the main modifications recommended, the Local Plan is sound and legally compliant. The adopted Local Plan incorporates these main modifications, along with additional minor modifications made by the council.

Viewing the adopted local plan and accompanying documents

The following documents are available to download and hard copies are made available for viewing by appointment at the Council’s West Offices (Monday to Friday, 8:30am to 5:00pm).

Please note, this is the interim print version of the Local Plan; a final published version which will be uploaded in due course.

Printed copies of the local plan can be purchased at cost of £20. Policies Maps are currently undergoing quality assurance and will be made available in due course.

Background 

The council has a statutory duty to produce a Local Plan. We developed a new Local Plan in line with the publication of the National Planning Policy Framework (NPPF).
