The New Local Plan
We're developing a New Local Plan in line with the publication of the National Planning Policy Framework (2012).
The New Local Plan will eventually replace the current Local Plan, which forms the basis for planning decisions.
Preparations for the New Local Plan included:
- work towards a Local Development Framework (LDF) (between 2005 and 2012)
- Local Plan Preferred Options and supporting documents consulted on in summer 2013
- a Further Sites document and consultation in June 2014
- updates to the evidence base, monitoring information and Sustainability Appraisals incorporating Strategic Environmental Assessment
- a publication draft Local Plan and proposals map considered by the Local Plan Working Group (see agenda item 8) and Cabinet (see agenda item 40) in September 2014. A motion was submitted to Full Council in October 2014, which halted proceeding to the Publication Draft consultation whilst further work was undertaken
- a Local Plan Preferred Sites document (2016) and supporting evidence as approved by our Executive Members was consulted on between 18 July and 12 September 2016
- in January 2017 we updated the Department for Communities and Local Government on the progress of York’s Local Plan
- a report was taken to our Local Plan Working Group on 23 January 2017 followed by Executive on 26 January 2017, regarding land in York identified for release by the MOD and the potential implications of this for the new Local Plan
- we reported to our Local Plan Working Group on 10 July 2017 to update Members on work on the Ministry of Defence (MOD) sites and seek Members' views on progressing the Local Plan. Subsequently, the report was taken to Executive on 13 July 2017
- the Local Development Scheme (LDS) (2017) has been updated to reflect the latest timetable for the emerging Development Plan Documents being prepared
- we consulted on our Pre-Publication draft Local Plan and updated evidence base between 18 September to Monday 30 October 2017
- in November 2017 the Secretary of State wrote to us asking for an update on our progress towards submitting a plan for York
- a report was taken to our Local Plan Working Group on 23 January 2018 followed by Executive on 25 January 2018 with the outcomes of the Pre-Publication (Regulation 18) consultation and proposed changes to the plan.
- in January 2018 we updated the Secretary of State on the steps we’ve taken to deliver York’s Local Plan
- In March 2018 the Secretary of State replied, noting the progress the council has made towards producing and submitting the city's Local Plan
- we consulted on our Publication draft Local Plan between 21 February and 4 April 2018. You can view the Publication Draft of the New Local Plan consultation material, Interactive policies map as well as the online evidence base.
- A report will be taken to our Local Plan Working Group on 2 May 2018, followed by Executive on 8 May 2018, reporting the outcomes of the Regulation 19 consultation and how to progress to Submission.
- Following Executive on 8 May, the Local Plan will be discussed by the full Council on 17 May 2018.
- We submitted the Local Plan to for Independent Examination on 25 May 2018.
- The Planning Inspectorate wrote to us to acknowledge receipt of the Local Plan and informed us of our appointed Planning Inspectors.
