Leasehold Management Team
The Leasehold Management Team is your first point of contact to help with any issues or queries.
They can help you with information on:
- service charge payments
- general leaseholder issues such as permission requests, maintaining records, sub-lets and transfers
- reporting repairs
- permission for making alterations to your home
- keeping pets
- managing any breaches of the lease
If the team can't answer your query themselves, they'll find the right person to help you.

Service charges
Service charge bills issued before 2023 are managed by the Debtor’s Team.
They let you know if you are behind with your payments, and tell you how much you owe.
Contact the Leasehold Management Team for enquiries about your service charge, including:
- repayment of outstanding charges
- manageable repayment arrangements
Major Works Team
The Major Works Team is responsible for major repair works that may affect Leaseholders. This includes, for example, managing contractors to carry out work such as external painting and re-roofing homes.

Supporting you and helping you manage your home
Leasehold Management Officers will undertake annual inspections of communal areas monitoring issues such as:
- cleaning standards
- rubbish clearance
- grounds maintenance
- fire safety
- unauthorised use of a leasehold property
Our Housing Management Officers are responsible for the day-to-day management of our homes and are able to assist with issues such as anti-social behaviour.
Healthy and Sustainable Homes Team
The Healthy and Sustainable Homes Team help keeps residents safe in their homes.
This can be either by adapting homes to meet residents’ needs, or by checking and carrying out small jobs to prevent people falling at home.

Planning for alterations or additions to your home
If you are considering making structural alterations or additions to your home, please first contact the Leasehold Management Team.
Grounds Maintenance Team
The Grounds Maintenance Team looks after communal gardens or shared outdoor space on council housing land.
The work which can include mowing grass, cutting hedges or looking after borders, is generally carried out by the council's Public Realm Team.
If you have any concerns regarding communal areas contact the Leasehold Management Team.
Waste management services
Waste and recycling is collected from all homes across the city.
There are two Household Waste Recycling Centres (HWRCs) in York for you to use:
The waste management service also provide a bulky waste collection service for large items.
Report problems with streetlights or roads
For any broken or faulty street lighting, or problems on the public highway, you can report problems online.
